Since 3 January 2026 a local Kazakh SIM only activates after a biometric facial scan. In practice you buy the SIM, receive an SMS with instructions, and service stays off until you pass facial verification in the operator's app — or in person at their office if you have no data yet, which is the obvious catch-22 on arrival. There is also a limit of 10 SIM cards per person. The stated purpose is anti-fraud.

None of that applies to an international eSIM, because it is not a Kazakh subscription. You install it on Wi-Fi at home, land, and it works — no queue, no passport handover, no facial scan.
